JOB DESCRIPTION

HEAD CLERK – AGAWAM POLICE DEPARTMENT – RECORDS DIVISION

Department: Police Job Status: Full-Time

FLSA Status: Non-Exempt Reports To: Records Commander

Grade/Level: C-4 Positions Supervised: None

POSITION SUMMARY

This position requires the exercise of considerable initiative and judgment. Persons serving in this capacity will have significant interaction with the public, Agawam Police Officers and command staff, and outside law enforcement and/or social service agencies. Responsibilities also include the ability to read, comprehend, and interpret Massachusetts General Laws, and Agawam Police Department Policies and Procedures. The ability to adhere to rules, regulations, policies and laws while exercising both discretion and confidentiality are characteristics which are essential to the performance of duties related to this position. Work is performed under the general supervision of the Chief of Police, with direct supervision being provided by his/her designee.

ESSENTIAL FUNCTIONS

Attends to inquiries and requests received from the public (in person, via phone, or in writing) providing appropriate information within the limits of authority.
Receives and processes documents from the general public and reviews same for completeness and correctness in accordance with established practices and procedures.
Collects fees, and properly records the receipt of such fees.
Follows standard procedures to properly account for deposit of all fees collected.
Receives and processes requests for CORI (Criminal Offender Record Information) information in accordance with established procedures.
Performs CORI background records checks in accordance with established practices and procedures.
Provides CORI information to those persons authorized to receive it in accordance with statutory and departmental guidelines utilizing various state and federal computer files and databases.
Receives and processes applications for Licenses To Carry (LTC) and Firearms Identification Cards (FID) in accordance with established statutory and departmental procedures.
Receives reports, records, and forms from sworn personnel of the Agawam Police Department, assigns proper hard copy file identification codes to each and files in accordance with departmental guidelines and systems for same.
Exercises control and access of departmental records files as authorized.
Processes reports of false alarms including the preparation and mailing of notices, warnings and bills related thereto.
Handles payroll responsibilities in the absence of the Chief’s Administrative Assistant.
Prepares and submits to the Human Resources Office all daily sick/injured reports in the absence of the Chief’s Administrative Assistant.
Sorts and distributes all mail deliveries in the absence of the Chief’s Administrative Assistant.
Inputs and properly files all motor vehicle citations and criminal complaint applications related to motor vehicle offenses into the departmental Records Management System (RMS).
Issues tag sale permits to citizens seeking such permit during regular records department hours.
Oversees and maintains all records and submissions related to the National Incident Based Reporting System (NIBRS).
Process all documentation (as provided by sworn officers) related to Massachusetts Sex Offender Registry Board (S.O.R.B.) submissions.
Files all Orders of Protection and Harassment Prevention Orders in departmental files and inputs same into departmental RMS.
Assists the records commander as a LEAPS representative, assuming the duties associated therewith, including but not limited to attending regional working group meetings, performing validation checks, and assisting as needed with CJIS audits.
Assists in the identification of records to be destroyed pursuant to State law and departmental policy governing same.
Assists in the collection of records slated for destruction as identified above.

POSITION QUALIFICATIONS

Education: High School Diploma or GED

Experience: Three (3) years experience in records maintenance.

REQUIRED SKILLS AND ABILITIES

Ability to:

Strong computer skills including a working knowledge of EXCEL, and Microsoft WORD.
Ability to learn and become proficient in the use of Agawam Police Department Records Management System (RMS).
Understand and operate typical office equipment including but not limited to a telephone system, FAX, calculator, desktop computer including network software, LEAPS/CJIS terminal, typewriter, photo equipment, livescan fingerprinting system, and laminating equipment.
Work frequently with the public, co-workers (including police officers and supervisors) in a courteous, tactful and professional manner under all circumstances.
Flexibility and willingness to attend training which may require travel.
Appropriate professional office attire is also required.

JOB DESCRIPTION

E-911 PUBLIC SAFETY DISPATCHER

Department: Police Job Status: Full-Time

FLSA Status: Non-Exempt Reports To: Communications Supervisor

Grade/Level: D-1 Positions Supervised: None

POSITION SUMMARY

Operates radio, telephone and related communications equipment to receive and relay information; prioritizes and assigns appropriate resources for emergency and non-emergency service calls for area of assigned responsibility. Maintains logs and records of all activity as required by Agawam Police Department Policy and Procedure. Provides support information to police officers, fire units, the general public and other public safety agencies as required.

ESSENTIAL FUNCTIONS

Answers telephone requests and/or radio calls for service. Assesses the nature of the request, prioritizes requests/public safety needs and assigns/alerts appropriate resources.
Operates automated data systems to retrieve information from local, state and federal data centers.
Maintains logs and records all requests for service as required for assigned area of responsibility.
Monitors status and locations of all emergency response equipment and building security systems; determines readiness to respond to additional calls.
Requests additional resources and mutual aid from other agencies, cities, sources, etc., as needed.
Maintains and updates logs and other information such as street index, motor vehicle repossession log, and police tow log, emergency resources files, etc., as required for assigned area of responsibility.
Performs all other related duties as assigned

POSITION QUALIFICATIONS

Education

High School Diploma or GED

Experience

1 year of experience in position with high public contact requiring decision-making and problem-solving under stressful conditions. Experience in radio communications with prior dispatch experience required.
