On May1, 2003, the National Pollutant Discharge Elimination System (NPDES) Phase II regulations became effective. Required by the EPA Phase II Regulations, municipalities with separate storm sewer systms (MS4's) in urbanized areas are to develop and implement a stormwater management program which addresses six minimum control measures.

5. Post Construction Stormwater Management
6. Good Housekeeping / Pollution Prevention
The Town of Agawam is required by the Department of Environmental Protection (DEP) to implement Best Management Practices (BMP's) for each of the six minimum controls and report annually to the EPA, activities which meet and exceed the permit requirements.
In addition to the BMP's implemented by the town, we need your help! You can help to improve the water quality of the towns stormwater management system by incorporating some simple Healthy Habits.
DPW Stormwater Permit Application:
For any work on a site which is over 1 acre in area, a DPW Stormwater Permit must be received by the owner. If a site plan or subdivision review has occurred, the permit will be based upon those approved construction plans. For residential development over one acre in area for which no subdivision plan is required, construction plans must be submitted to DPW for review and approval before construction may begin.
